Houle was born in Jacksonville, Florida on October 2, 1953. His parents (deceased) were Raymond G. and Irene S. Houle. He attended Holy Rosary Catholic Elementary School and St. Patrick's Catholic Elementary School, both in Jacksonville. Father Houle graduated from Bishop Kenny High School in 1971 and completed his seminary studies at The Pontifical College Josephinum. Father Houle was ordained to the priesthood on May 19, 1979 by Bishop Paul F. Tanner at St. Patrick Parish in Jacksonville.
